Meidjo can definitely be set to be as close to neutral as Voile Switchbacks (or nearly there). And can't the Rotte ones be set fairly low tension too? That sounds more like a too little preload problem in the heel lever than a pivot position problem. Did you try to add more preload?

Scott bought Garmont and has 1 or 2 versions out there for NTN. If you can't try them on in a store or demo them, go with Scott.

And if you went with a tech toe set up, my guess is you'd save time and notice a more than small difference between the uphill efficiency of a tech toe and a 3-pin binding.

Are there really folks skimo racing with 3 pins? Probably very few. I suspect that's because (1) it's not as efficient/fast on the down (unless you make only alpine turns and then why not have an alpine binding) and (2) it's not as efficient on the up -- there's more resistance / less ROM compared ...

How old are your bindings?

I believe 22D had this problem and it was the flex plates, which they fixed it. Or something like that. You might contact them directly.
